Oh, The Unfulfilled Potential....

I truly don't understand how the GOP can control the Congress and the White House and yet still be so ineffective at getting new legislation enacted. I guess it's the brazen ideological stuff that gets in the way.

If Bush loses, I imagine that historians will point to this ineffectiveness, plus 2) the deficit problem (the non-terrorism side of it), 3) the inability to capture bin laden, and 4) the Iraq post-invasion debacle.

From a Knight Ridder piece out yesterday:
President Bush will end his four-year term having fulfilled about 46 percent of the promises he made during the 2000 presidential campaign, according to an analysis by Knight Ridder.

A similar Knight Ridder analysis found that, during his first term, President Clinton had fulfilled about 66 percent of the 160 commitments that he made during his first presidential campaign.
